MADA Poverty Eradication Programme

Poverty eradication programme is not a new agenda for MADA as it has been implemented ever since the establishment of MADA which is in tandem with the organisation’s objective in Improving The Well Being of the Majority of Rural Citizens. Such programmes are also a form of social programmes to assist the community in Muda areas, other than MADA’s main focus which is on rice cultivation.

Determining the status of the target groups, either Hardcore Poor or Poor is based on the Poverty Line Income (PLI) as follows;

Currently, such programmes are constantly emphasised by the government under the leadership of the Prime Minister Dato’ Seri Mohd Najib b. Tun Abdul Razak in tandem with the 1 Malaysia policy of People First, Performance Now. Under the Government Transformation Programme (GTP), the National Key Result Areas (NKRA) for Improving Living Standards of Low-Income Households has been announced as one of the focus areas. Under this strategy, each of the target groups eligible for assistance will receive the benefits necessary to ensure that the goal of enhancing people’s living standards is achieved. The Ministry of Women, Family and Community Development (KPWKM) is the leader of this NKRA.

The Ministry of Agriculture and Agro-based Industry (MOA) also made this national agenda as one of the implementation programmes under the Minister’s Key Performance Indicators beginning in 2009 until now and this programme is expected to continue its implementation until 2015. As an agency under the MOA, MADA has been given the responsibility to implement a programme to provide assistance to the target groups comprising the Hardcore Poor and the Poor listed in the e-Kasih system through The Target Group Income Enhancement Programme (PPGS) in 2009 until 2010 and also AZAM Tani Programme beginning 2011 until now. Various categories of quick win projects have been implemented by the participants under such programmes which included agriculture, business, tailoring, food processing and others.

Programme Implementation During The Current Period (AZAM Tani Programme)

This programme was first implemented by MADA in 2011 and continues until 2013. It is one of the project components under the MADA General Manager’s KPI. AZAM Tani programme refers to the programme that provides assistance to target groups in the implementation of agriculture based projects such as agricultural services, small business, food processing, fishing, livestock, crops and others.

The AZAM Tani programme is one of the components of 1AZAM ( Akhiri Zaman Miskin ) programmes led by KPWKM in collaboration with a number of ministries and agencies such as the Ministry of Agriculture and Agro-based Industry (AZAM Tani), Ministry of Human Resources (AZAM Kerja) and Amanah Ikhtiar Malaysia (AZAM Niaga and AZAM Khidmat)
