Tertiary Infrastructure Development (Muda II)

After the completion of the Muda I project, it was found that the irrigation canals density of 10 m to 1 hectare was too low for the effective distribution of water in each irrigation block. Even though the Muda area was flat on a macro level, uneven topography resulted in many high areas being surrounded by low-lying areas and is difficult for irrigation to reach. This condition caused the unsuccessful supply of irrigation water for pre-saturation, inundation. This also resulted in a decrease in the Water Use Efficiency (WUE).

To overcome this problem, MADA took steps to set up a Tertiary Infrastructure Program under the MADA II Project beginning in 1979 to increase the density of the irrigation canals to 30 m per hectare. Up till now, 38 irrigation blocks (25,500 ha) out of 172 irrigation blocks have been provided with tertiary infrastructure.
The development of tertiary infrastructure involves the intensive construction of an arrangement of tertiary irrigation canals, drains and farm roads in an irrigation block. Beginning with the existing secondary irrigation, the irrigation canals and drains are connected to new canals and drains. The canals and drains are constructed so that as many (about 80%) of the cadastral lots will receive these facilities. Many of the tertiary canals and drains will be provided with farm roads to ensure that farms are easily accessible.
Many tertiary canals are made of concrete, with farm roads constructed beside them. The tertiary drains are earthen drains, but farm roads are also constructed beside them. In certain conditions, the canals and drains are constructed parallel to each other because of the topography of the place. Throughout the entire length of the tertiary canals, supply pipes or Farm Irrigation Turnouts (F.I.T.) are installed. Generally, one F.I.T. will be installed for every two cadastral lots. To ensure a complete flow system, a drainage outlet pipe or Drainage Outlet (D.O.) is installed in a tertiary drain for every two cadastral lots.
